Coast to Capital Strategic Economic Plan Launched
4th April 2014

Coast to Capital Local Enterprise Partnership has delivered its Strategic Economic Plan to Government, outlining ambitious plans for economic growth throughout West Sussex, Croydon, Brighton and Hove, Lewes, East Surrey and the Gatwick Diamond.

Coast to Capital is seeking £559 million funding from central government over the next six years to back a bold and widespread investment programme which will yield new jobs and improved infrastructure (including transport and flood defences), together with the acceleration of plans for new housing.

If its funding proposal is successful, Coast to Capital LEP has committed to:

• Create: 60,000 new Jobs; 27,000 homes and 970,000 sq. m of new Employment Space;
• Invest £550m of public sector funding from local authorities, higher education and others;
• Leverage £2.78 billion of private sector funding to support the Growth Deal proposals;
• Invest £61m of European funding.

Commenting on the proposals, chairman John Peel OBE, said: “Our plans are unashamedly bold but we are up to the challenge. With our international connections, the skills of our workforce and the competitive strengths of our businesses, this region has a lot to offer. However, our economic success will be hampered if we do not make critical investment across the board.”

Ron Crank, chief executive, Coast to Capital added: “We need to invest in skills and future-proof training to create more jobs. We need to build houses to accommodate our growing workforce, and this will create jobs. We need to make sure our infrastructure is up to the task, which in turn will create more jobs. This investment will kick-start a cycle of ambitious growth that will leave a positive legacy for the region.”

The Minister for Cities, the Rt Hon Greg Clark MP, said: “The Government welcomes the Strategic Economic Plan that Coast to Capital LEP has published and looks forward to continued engagement over the next few months on the negotiation of the Growth Deal. The Growth Deal provides the opportunity to unleash the ambition and creativity of Coast to Capital's local leaders, by devolving resource and responsibility in return for compelling local economic leadership in pursuit of growth. “

Coast to Capital LEP spans the UK’s two most important economic regions: London and the South East. Growth is at the core of the Strategic Economic Plan. The message is: create growth, sustain it and propel the Coast to Capital region to compete even more strongly on an international footing.

The Strategic Economic Plan has been developed in collaboration with the business community, universities, colleges and local authorities. It was unanimously agreed by the Coast to Capital Joint Committee of all 17 local authorities in the Coast to Capital region.

Some of the key proposals are to:
• Tackle transport hotspots and congestion, improving key junctions and links between employment areas
• Support major investment in key business locations including Brighton, Croydon, Crawley and Epsom
• Address the urgent need for flood defences for Newhaven and Shoreham harbour and airport
• With four universities, set up centres of excellence in digital business, sustainable enterprise, advanced engineering and bioscience
• Create new enterprise and innovation centres across the region and work to improve the quality of business premises
• Attract more inward investment from overseas and double the number of companies that export
• Help every young person make a successful transition from education to employment
• Promote national investment in major arterial routes including the M25, the M23/A23, the A27, and the Brighton mainline, North Downs and Coastway railways
• Set up a new ASEAN business hub at Gatwick Airport
• Designate two new Enterprise Zones for Newhaven and Bognor Regis

The Coast to Capital Strategic Economic Plan will now be considered by Government alongside the 38 other plans prepared by LEPs across the UK competing for a share of the Local Growth Fund. To see full documents Click Here
